But the valuation was not pricing QuTwo's current products or revenue; it was pricing something less tangible and increasingly sought-after: strategic computational independence. In a world waking up to how dependent it has become on a handful of foreign providers for the compute, models, and infrastructure that everything now runs on, the ability to offer a sovereign alternative — a stack a nation or bloc can control without relying on a rival power — commands a premium that pure technical merit alone would not justify. Investors are paying, in effect, for independence.
This is the sovereign tech premium: the valuation multiple that attaches to strategic computational independence — the extra worth of a technology, company, or capability not because it is technically superior, but because it offers control over a critical stack that would otherwise depend on a foreign or adversarial power. As the dependencies the series examined in Silicon Colonialism (#99) become geopolitically fraught, the market is learning to price sovereignty itself, and the price is high.
Why sovereignty commands a premium
The premium exists because dependence on a critical technology controlled by another power has become a recognized strategic vulnerability, and reducing it has value beyond the technology's direct function. When a nation's economy, security, and critical infrastructure run on chips, models, and cloud services it does not control, it is exposed to decisions made elsewhere: export controls, price changes, access denial, the leverage the series traced through Silicon Colonialism (#99) and Substrate Lock-in (#108). A sovereign alternative — a domestically-controlled stack — removes that exposure, and the removal is worth paying for independent of whether the sovereign option is technically better. This is why the sovereign tech premium can look irrational to someone pricing only technical merit: QuTwo's valuation reflects not just what its technology does but what its independence is worth to a Europe that has realized its dependence on American and Chinese AI infrastructure is a strategic liability. The premium is a hedge — the extra a buyer pays for a capability that cannot be turned off by a foreign government — and as the geopolitical risk of dependence rises, the hedge grows more valuable, so the premium grows with it. Sovereignty is being priced as insurance against a dependency that everyone has suddenly noticed they have.
Why it is rising now
The sovereign tech premium is climbing because a convergence of forces has made computational dependence salient and dangerous at once. Export controls have demonstrated that access to critical technology can be weaponized — the American restrictions on advanced chips to China showed every nation that its supply could be cut. Geopolitical tension has made reliance on a potential adversary's infrastructure feel like a genuine risk rather than an abstraction. And AI has raised the stakes by making compute and models strategically central — no longer a commodity input but the foundation of economic and military power, so dependence on foreign AI infrastructure is now dependence in the domain that matters most. The result is a scramble for sovereign capability — European AI labs, national compute initiatives, the push toward RISC-V Architectural Unbundling (#70) and open standards that no single power controls — and investors pricing the sovereignty premium into anything that offers independence. What was recently dismissed as inefficient duplication ("why build your own when you can buy the better foreign option?") is now valued as strategic necessity, and the premium is the market's measure of how much that shift in thinking is worth.
The counterpoint: the premium can be protectionist hype
Honesty requires the strong objection, because "sovereignty" is exactly the kind of word that justifies inflated valuations and protectionist waste, and the premium is not always paying for something real. Much of what is sold as sovereign tech is technically inferior, and the premium can be a euphemism for subsidizing uncompetitive domestic champions — paying more for a worse product because it is local, which is protectionism dressed as strategy. Sovereignty also has genuine costs that the premium can obscure: building an independent stack means forgoing the efficiency, quality, and network effects of the global best option, and a nation that pays the sovereign premium across its whole technology base may end up poorer and less capable, not more secure. And "sovereignty" can be pure hype — a story that inflates a valuation (€325M for an early-stage lab) on a geopolitical narrative that may not deliver. So the honest claim is not that the sovereign tech premium is always justified; it is that strategic computational independence has genuine value that pure technical pricing misses, and that "sovereignty" is a word easily abused to justify protectionist waste and inflated valuations, so the premium must be scrutinized case by case: is this paying for real, valuable independence in a genuinely critical stack, or subsidizing an inferior local option behind a strategic-sounding story? Both are real, and telling them apart is the whole discipline.
What it asks of us
The sovereign tech premium asks investors, governments, and analysts to price strategic computational independence honestly — recognizing that it has genuine value in a world where critical technology can be weaponized by the powers that control it, while resisting the protectionist hype that uses "sovereignty" to justify subsidizing inferior domestic options at a cost to overall capability. In practice that means distinguishing the sovereignty that hedges a genuine and critical dependence (the compute, models, and infrastructure a nation cannot afford to have cut off) from the "sovereignty" that merely shelters an uncompetitive champion; weighing the real costs of independence (forgone efficiency, quality, and network effects) against the real value of control; and treating the premium as a hedge to be sized to the actual risk rather than a story to be paid for uncritically. The deeper recognition is that the age of taking global technological interdependence for granted is ending, that dependence on foreign-controlled critical technology has become a strategic liability the market is now learning to price, and that the sovereign tech premium is the early, imperfect measure of that shift — worth paying where the independence is real and the stack is critical, and worth scrutinizing everywhere else, because the same word that names a genuine strategic good is the one most easily used to sell an expensive one that is not.
